Key Benefits for Homeowners and Renters

  1. Temporary Housing Made Easier

    • RVs, mobile homes, and modular homes are allowed on private lots for up to three years during reconstruction.

    • Local ordinances that normally restrict these structures are suspended.

    • Fairgrounds and public lands can be used to house displaced residents immediately, without additional approvals.

  2. Streamlined Rebuilding for Mobile and Manufactured Homes

    • Regulatory hurdles for mobile home parks and special occupancy parks are suspended for three years.

    • This includes easier permitting for repairing or replacing mobile homes destroyed in the fires.

  3. Fee Waivers

    • Fees related to mobile home parks, employee housing facilities, and park management training are suspended for three years, reducing costs for displaced residents and operators.

  4. Protections Against Price Gouging

    • Rent and hotel price gouging protections are extended until March 8, 2025.

    • Landlords cannot evict tenants to re-rent units at higher prices.

  5. Accessory Dwelling Units (ADUs)

    • You can build an ADU (guest house) without waiting for your main home to be completed.

    • Local and state reviews, including CEQA (California Environmental Quality Act), are waived for ADU projects during the rebuild

  • You can rebuild your home faster with fewer permit delays.

  • You can live on your property in an RV or mobile home while rebuilding.

  • You’re protected from rent hikes & evictions if you need to rent temporarily.

  • Temporary housing options will be expanded by the state to help displaced families.

  • You’ll save money on fees & permits, making the recovery process more affordable.

Rebuilding Support and Process

  1. Housing Recovery Plan

    • State agencies will work with local governments to develop a long-term housing plan for those displaced.

  2. Simplified Permitting

    • Permitting for mobile homes and temporary housing is coordinated by the California Department of Housing and Community Development (HCD).

    • HCD will establish reasonable health and safety standards while suspending non-essential rules.

  3. Fairgrounds for Emergency Housing

    • State fairgrounds identified as suitable will be immediately repurposed for temporary housing.
